Majlis Al-Shura

The Islamic Society of Orange County (ISOC) was established in 1976 – the present facility in Garden Grove is now sprawled across 5.2 acres, includes the full-time accredited preschool – 8th grade Orange Crescent School (OCS) and is conveniently situated in the heart of Orange County with easy access from the 22 and 405 freeways.

ISOC (the founding organization of OCS), is a non-profit, non-political corporation and caters to the needs of the Muslim community by providing educational seminars, and religious services – the facility can also be used for community gatherings for the celebration of social occasions.

Over the years, ISOC and OCS have well earned their integral and reputable place certainly within the Muslim community and also within society at large.

The Majlis-e-Shura – Consultative Body (refer to Governance Structure) is the main governing body of OCS; its members can be from among OCS parents or community members; all members however, are adeptly familiar with the school and its needs and fully realize and appreciate the pivotal nature that the school plays in the nurturing of its youngest community members.

ISOC has two categories of members: Active and Voting; the Consultative Body acts as the Board of Directors of ISOC and is accountable to its members. All policy making is exercised by and under the direction of the Consultative Body. With the interest of the Society in mind, it may also make rules and regulations which are consistent with the law, the Articles of Incorporation of ISOC and its By-laws.

The Consultative Body shall:

  • consider steps that are necessary to place all ISOC real estate assets in an Islamic Waqf – this is similar to a trust,
  • elect and remove from office, if necessary, the members of the Executive Committee of the Consultative Body,
  • approve the annual budgets of the Mosque Operations Board and OCS Board upon submittal to the Executive Committee,
  • approve the appointment or termination of the Religious Director of ISOC.

Policies are adopted to be consistent with the school’s interests – the Consultative Body encourages liaison and dialogue with school community by including a ‘teachers/parents’ session on the agenda of meetings. OCS Board President provides an update of school progress to the Executive Committee and brings to their attention items of concern so that informed decisions can be made in the interests of OCS students.

Whenever further discussions are required, the Consultative Body continues to coordinate with the OCS Board President so that constant and constructive communication can be maintained and issues can be addressed effectively.

On a more personal level, ISOC Chairman coordinates closely with school board president and school principal and if the need arises, the Chairman meets with parents so that further understanding of concerns and pertinent issues can be brought to the attention of the Consultative Body. In addition, ISOC Chairman, Javed Nawaz has made significant strides towards educating and informing the school wide community with respect to ISOC’s expansion project. As a result, parents now have far more appreciation of the often lengthy procedures that have to be undertaken in order to comply with city planning commission’s directives.
